PERSONNEL FINANCE (Payroll) Technicians I and II
Fort Stewart, GA

We are in immediate need for Personnel Finance (Payroll) Clerks I and II at Fort Stewart, Georgia (Liberty County).  The positions provide financial management services and transition support to the Fort Stewart Defense Military Pay Office (DMPO).  The positions provide financial records management support of military personnel to include military pay account management, general customer service support and inquiries, Soldier readiness point customer service, finance in-processing, finance out-processing, separation point procedures, reenlistments, and debt management, etc.

Personnel Finance Tech II:

  • Shall have at least two years of military pay experience.
  • Shall have at least two years specialized experience directly related to the duties of the position to be filled.
  • Be able to present military pay briefings to groups of up to 100 individuals.
  • Be able to supervise up to 30 contractors in their performance of military pay operations to include in/out processing, travel pay, military pay, and separation.

Personnel Finance Clerk I:

  • Basic knowledge of military or civilian payroll operations.
  • At least one year experience directly related customer services or administration.
  • Be able to operate automated equipment; function within the Microsoft Office Suite of applications; and comprehend or use network based financial software.
  • Be able to communicate both orally and in writing and be able to interpret verbal and written instructions.

Sr IT (Cyber Security) Proj-Prog Mgr

Project Description: 

Frankie Friend & Associates has an immediate need for senior project management support for a multi-year effort addressing the implementation of regulatory commitments (e.g. NERC CIP, FISMA/NIST, NRC, etc.) for an industrial control system power generation and transmission facilities.

Timeframe:  Begin work upon award of contract and complete not later than May 2013. The work is located at Chatanooga, TN.

Tasks

  1. Provide a senior project manager, assigned to the U-CIP Program, and six deputy project managers, assigned to various business units, that understand critical infrastructure protection work for preparedness of regulatory compliance in the generation and transmission environment.
  2. Create and execute an integrated master project work plans and business unit work plans and revises as appropriate in order to support compliance with regulatory security standards; all project plans are developed in accordance with IT Project Management Processes and Policies.
  3. Identifies resources needed and assigns individual responsibilities.
  4. Manages the day-to-day operational aspects of the project and scope.
  5. Review deliverables prepared by team before providing to management.
  6. Effectively apply client methodology and enforces project standards; adheres to all IT Project Management Processes and Policies.
  7. Minimizes exposure and risk on project.
  8. Ensures project documents are completed, current, and stored appropriately.
  9. Tracks and reports team hours and expenses.
  10. Manages and reports on project budget, progress, and risk in accordance with IT Project Management Processes and Policies.

Experience in Federal regulatory arena. Experience with NERC CIP, FISMA/NIST, NRC Standards, real time operations environments, control system operations, information security assessments, information security policies, standards, and procedures.
Deputy PM requirement
A Bachelor degree in Computer Science, Management Information Systems, or related field with 5 years of progressively responsible and directly related cyber security experience in a large multi-platform networked environment, or an advanced degree with 3 years of directly related cyber security experience is required. CISSP and/or CISM certification or a commitment to obtain certification within 12 months of assignment or employment to this position is also required.

Additional Requirements for Senior or Lead Level:
Master’s Degree is a plus
SAN’s Certification
Security Certification or Certified Information Systems Security Professional (CISSP) or other similar systems security or information assurance professional credentials.
Network Security Certified

This position requires the ability to obtain a federal security clearance in a timely manner.  All Security Clearance (L or Q) positions will be considered by the Department of Energy to be Testing Designated Positions which means that they are subject to applicant, random, and for cause drug testing.  In addition, applicants must be able to demonstrate non-use of illegal drugs for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).
